Combine child areas into a parent area. Combine Voting districts into a Township

I just started creating a map to automate some of our local government uses.

To start with, I created two voting districts. That seemed to go fine.

Warrington Township PA Voting District 1

Warrington Township PA Voting District 2

Now I would like to create a parent map that shows these several districts as a complete township map.

Is creating the districts and grouping them into a township the best approach for this use case? I don’t want to go too far with our 9 districts yet if this is the wrong approach.

Any suggestions on how to group the districts?
