Is it considered appropriate to use the flashing_lights key to represent flashing lights (warning beacons in the US MUTCD) that are associated with a warning, regulatory, or other type of sign that is not part of a highway=crossing? (Intersection control beacons are excluded from this since those are represented as traffic_signals=blinker in OSM, according to the Wiki page for the traffic_signals key.) If not, what key should I use for this situation instead?
