It seems this Discourse instance has the ‘allow uppercase posts’ setting turn off.
But It has been reported that Discourse has a bug for languages other than English if the setting is turned off.

The cause is the algorithm used to check the case is too simple:
So this forum is for multilingual communities, please turn on the setting?
